Objective: Support Pavel Holding in evaluating risks related to the acquisition of UCenter Building A in Bucharest – through a multidisciplinary assessment covering technical, legal, and permitting aspects.

Scope: REC Immpuls reviewed ownership history, planning compliance, permits, and technical documentation in coordination with the legal team. The property includes office, retail, technical spaces, and underground parking.

  • Land history, prior structures, demolition legality, planning documentation
  • Building and Occupancy Permits, including modifications
  • ‘As built’ check (height, GBA, footprint, parking) vs. permits
  • Signage, fire systems, utilities (sprinklers, grease traps, interceptors)
  • Fire permit review and system compliance
  • Visual survey and CAPEX forecast (short-/mid-term)
  • Sustainability (LEED/BREEAM) documentation
  • Contracts, warranties, disputes, copyright, Technical Book
  • Maintenance status and technical condition

Outcome: The TDD identified key risks, deal breakers, and estimated repair costs – providing a sound basis for a technically secure acquisition.
