Comprehensive Technical Due Diligence for office building acquisition – identifying legal, technical, and operational risks prior to transaction.
Objective: Support Pavel Holding in evaluating risks related to the acquisition of UCenter Building A in Bucharest – through a multidisciplinary assessment covering technical, legal, and permitting aspects.
Scope: REC Immpuls reviewed ownership history, planning compliance, permits, and technical documentation in coordination with the legal team. The property includes office, retail, technical spaces, and underground parking.
– Land history, prior structures, demolition legality, planning documentation
– Building and Occupancy Permits, including modifications
– ‘As built’ check (height, GBA, footprint, parking) vs. permits
– Signage, fire systems, utilities (sprinklers, grease traps, interceptors)
– Fire permit review and system compliance
– Visual survey and CAPEX forecast (short-/mid-term)
– Sustainability (LEED/BREEAM) documentation
– Contracts, warranties, disputes, copyright, Technical Book
– Maintenance status and technical condition
Outcome: The TDD identified key risks, deal breakers, and estimated repair costs – providing a sound basis for a technically secure acquisition.
